it could be a flexibility issue, or it could be a skeletal limitation... see "anatomy for yoga" DVD by paul grilley for a discussion between ligament flexibility and skeletal limitations...
but i'd say for the majority of north americans, the 'cause' is going to be inflexible hamstrings... and the cure is just more practice!
hth!!!

Hi there,
I agree with the PP about ligament limitation or hamstrings.. Seems to me if it were a true flexibility issue, it would show up elsewhere.. For instance, hands to feet pose or other deep forward bend.. You could also try walking your feet in or bending your knees slightly and working your feet towards the floor. Also, a yoga wedge may help or a rolled up towel.. You could also roll up the end of your mat to suppor the difference...
If it is a true ligament or skeletal limitation, I urge you to use caution in "stretching" that you don't over stretch or push too hard. Keep your stomach tight in down dog, protecting your low back..
also, saunter on over the the yoga mamma tribe and ask there. we have a teacher among us and she may have other ideas :D
